The details of the plan were revealed on Monday.<\/p>\n<p>Cavoukian told True North that Canadians should have \u201czero trust\u201d in what the government is telling them.<\/p>\n<p>\u201cThey are collecting all of this mobile data,\u201d she said. \u201c33 million mobile devices and mobile devices are usually linked to personal identifiers, and you have to take some measures to remove them and de-identify the data in a strong way so it can\u2019t be reidentified. We have no assurances to that effect whatsoever.\u201d<\/p>\n<p>\u201cI don\u2019t trust any of this. Zero trust, that\u2019s where we have to start and we have to have some privacy commissioner\u2019s office go in and take a look at this under the hood. Experts have pointed out that such data can be used to identify sensitive location information.<\/p>\n<p>\u201cDue to the urgency of the pandemic the Agency collected and used mobility data such as cell tower location data throughout the Covid-19 response,\u201d said PHAC spokesperson Mark Johnson.<\/p>\n<p>\u201cIt was to help understand possible links between the movement of populations within Canada and Covid.\u201d<\/p>\n<p>PHAC revealed the initiative this week, claiming to want to \u201cbe open and transparent\u201d with the Canadian public. In reality, a federal contract was circulating prior to the announcement that revealed the federal government was hoping to make cell tower tracking a permanent feature of its research.<\/p>\n<p>\u201cThat is what is outrageous,\u201d Cavoukian told True North. \u201cIf that hadn\u2019t been caught onto, this could have continued for any length of time without anyone knowing it was happening. Completely unacceptable.\u201d<\/p>\n<figure class=\"wp-block-embed is-type-video is-provider-youtube wp-block-embed-youtube wp-embed-aspect-16-9 wp-has-aspect-ratio\">\n<div class=\"wp-block-embed__wrapper\"><iframe loading=\"lazy\" id=\"widget4\" title=\"COVID news reports often look more like propaganda than journalism\" src=\"https:\/\/www.youtube.com\/embed\/agKGf-UAgJw?feature=oembed\" width=\"100%\" height=\"392\" frameborder=\"0\" allowfullscreen=\"allowfullscreen\" data-mce-fragment=\"1\"><\/iframe><\/div>\n<\/figure>\n<p>Last year, the federal government introduced the <a href=\"https:\/\/www.canada.ca\/en\/public-health\/services\/diseases\/coronavirus-disease-covid-19\/covid-alert.html\">COVID Alert app<\/a> to track COVID-19 exposure. However, the app <a href=\"https:\/\/www.ctvnews.ca\/health\/coronavirus\/majority-of-canadians-not-using-covid-alert-app-study-finds-1.5382744\">failed to pick up<\/a> with a majority of Canadians after a study found that only 25,552 had opted to use it.<\/p>\n<p>According to Cavoukian, the PHAC data sweep was a convenient way to get around requiring consent from individual users to track their movements.<\/p>\n<p>\u201cThey wanted to find some other way they could do it, and this was the easiest way because they haven\u2019t attained any approval for anything they just did,\u201d Cavoukian told True North.\u00a0 \u201cAnd that\u2019s what is so unbelievable to me that they could just do this and access the data of 33 million mobile devices and track it.\u201d<\/p>\n<p>\u201cI just want to remind people how important privacy is.
