On 10 September 2026 Carney put Canadian money behind Zelenskyy again: about C$350 million for air-defence interceptors bought through a U.S. programme, about C$435 million in Canadian loan guarantees for Ukrainian gas and winter power, C$200 million in cheap reconstruction loans, C$10 million more into Ukraine’s energy fund, up to C$40 million for a veterans fund, and about C$23 million for security programmes. Zelenskyy billed the day as more than $2 billion in deals and more than $1 billion for defence. That is the haul from this visit. It is Canadian tax revenue and Canadian borrowing.

None of it is accounted for the way a Canadian is accounted for. If you claim a deduction, CRA can demand the receipt, reopen the year, and fine you. If a small business misses GST, they get chased. This package does not work like that. There is no public line that says this C$350 million bought these interceptors, they left this warehouse, and they arrived at this unit on this date. Carney did not even name the missile or the delivery schedule. The interceptor money is parked in an American purchase system so Canada can announce a number and then stop talking. The energy money is guarantees and loans through the EBRD and Export Development Canada, which means the risk sits on the Canadian books while the paper trail sits in a bank. The veterans and security pots disappear into multi-donor funds. Once the announcement is done, the public audit trail ends.

Canada has not published a standalone Auditor General report that follows this visit’s money to the end user. Parliament gets totals. Departments say they do a risk assessment before they sign. That is an internal checklist, not an open ledger. Ukrainians do not file T1s for this cash. Their own military audits for 2024 and 2025 found procurement padded through middlemen, contracts given to firms that had already failed to deliver, and about US$1.2 billion lost to fraud, waste and mismanagement in a single year. Ottawa still sent this package.
